The City's certificate service page says residential rental owners must give tenants a Certificate of Rental Suitability before move-in. Owners or authorized agents can obtain it through eCLIPSE, and the certificate itself has no City fee. A contractor's report does not replace the owner's application or certification.

The Fair Housing Commission's new-lease guidance identifies the Certificate of Rental Suitability and the Partners in Good Housing Handbook among the documents landlords must provide. Keep the actual certificate and required tenant materials in the handoff record rather than assuming a repair invoice covers them.

Separate the certificate conditions from ordinary repairs

The certificate service page says outstanding property violation notices prevent issuance, except for violations pending appeal where the owner has notified L&I. It also describes safe and habitable conditions, working fire protection and smoke detection, and ongoing property maintenance during the lease.

The appeal exception is specific. It does not mean any disputed condition can be ignored or that a maintenance vendor can certify an exception. Check the actual City record and obtain qualified advice when a notice, appeal, or unresolved safety condition affects the turnover.

A practical turnover file separates the property condition, authorized work, and tenant-document handoff. That structure makes it easier to answer what was observed, what was repaired, what remains open, and which official documents the owner supplied. It also prevents a crew's finished status from becoming an unsupported declaration that the unit is legally ready to rent.

  • Condition record: dated room photos, visible moisture and damage, doors and windows, stairs and handrails, fixture concerns, and installed safety-device observations within scope.
  • Work record: written authorization, repair priorities, responsible providers, access plan, progress evidence, completion notes, and deferred or excluded work.
  • Owner handoff record: current City documents, applicable qualified certificates, tenant materials, delivery record, keys and access arrangements, and the person responsible for unresolved administrative steps.

Resolve specialist work before covering the evidence

Flag deteriorated paint, active moisture, recurring electrical trouble, structural concerns, and fire-system issues before approving cosmetic finishes. Lead testing, lead-safe or lead-free certification, environmental work, and other regulated services need appropriately qualified providers. An SPC visual Assessment does not test for lead or issue a lead certificate.

Use a final walk against the approved scope and compare the completion photos with the starting record. Document what the crew could not access or verify. If an item remains unresolved, identify its owner and next action instead of leaving it off the closeout report.
