As reviewed September 13, 2026, PHA's public landlord page uses Housing Quality Standards (HQS) terminology. It describes initial checks before occupancy and a routine interval of at least once every 24 months for HCV units. That published interval is not permission to defer an urgent repair or ignore a separate inspection notice.

PHA's Owner Portal lets owners view findings and photos, see upcoming appointments, submit repair self-certification photos, and request reinspections. A photo upload does not establish that PHA accepted a correction. Use the case instructions and obtain the agency's outcome.

Keep HQS and the NSPIRE transition distinct

Official-source guidance

HUD's September 30, 2025 notice extends the HCV, PBV, and Section 8 Moderate Rehabilitation NSPIRE compliance date to February 1, 2027, following the extension through January 31, 2027. This is a voucher-program timeline; do not apply a Public Housing or Multifamily scoring announcement to an HCV appointment.

The deadline alone does not establish which protocol PHA will use for your property. Confirm directly with PHA and retain the actual appointment notice. Do not describe NSPIRE as already mandatory for every Philadelphia voucher inspection in September 2026.

Begin with the agency's actual findings, then organize visible maintenance concerns by room and component. Give each item an owner, an access plan, an authorization decision, and a target date that fits the agency notice. Separate work that SPC can assess or perform within its agreed scope from work requiring a licensed trade or other qualified professional.

For a portfolio, use one property record per address and one line per finding. A clear record helps a manager distinguish a repair awaiting approval from a finished repair awaiting PHA review. Neither should be labeled passed.

  • Record the case reference, exact unit, scheduled appointment, contact person, and current correction instructions.
  • Capture useful before photos of visible leaks, damaged surfaces, access or egress concerns, loose components, and reported system problems without opening energized equipment or entering unsafe areas.
  • Obtain the right professional for electrical, gas, heating, structural, fire-system, lead, or environmental questions.
  • After authorized work, retain completion photos, work descriptions, any required permits or specialist documents, and the remaining open items.

Prepare the appointment and verify the outcome

Confirm lawful access with the resident and the person meeting the inspector. Keep the agency notice available and identify areas or equipment the inspector needs to reach. Report unresolved conditions honestly. A contractor's completion note should identify what was done and tested within scope, what remains uncertain, and what still needs specialist or agency action.

After the appointment, record the official outcome and any next deadline. If additional items are cited, keep them attached to the same case. Close the internal readiness task only when its intended work is documented, while keeping the PHA case status separate until agency evidence supports it.

An SPC Property Assessment is a visual maintenance service. It does not issue a PHA pass, an HQS or NSPIRE certification, a lead certificate, an engineering opinion, or a habitability determination. No service or workbook guarantees approval, subsidy payments, or an inspection result.

For immediate danger, contact 911 or the appropriate utility from a safe location. Do not enter an unsafe area, bypass a safety control, disturb suspected hazardous materials, or treat a repair checklist as permission to perform regulated work.
